I will assume that you are probably going to build some Raised Planter Beds.
I have built some for my Roses and ran into the same issue.
I contacted my local Disposal Service who picks up our Yard Waste Material with the garbage. Turns out they recycle the yard waste into a very nice planting mix. Our local company Green Waste, operates a facility out at the landfill area where the yard waste is processed and made into the planting mix.
They were cheaper than many other sources including our local Big Box store, (Lowes, Home Cheapo, OSH or Ace). They also delivered it for me, I just needed to tell them how much and where to deliver.
Having said this, you might check in your area and give your local Waste Management Service a call. I was suprised to find out they were the cheapest.

Miracle Grow is selling a bagged organic soil this year which may be available in your area.
Consider, however, making your own – about 1/3 native soil, blended with composted manure, and peat moss or the like. If serious about the whole thing, learn about composting, and get the good stuff.
