Our existing wooden fence is on the property line and we have decided to replace it with a vinyl one moving it from the property line onto our property. We will have to pay to have it removed because the neighbor has planted vines along it that have rooted into the wood. We are planning to put crushed shells next to the new fence and they want us to do their side as well. They have said that they do not want grass on their side. Who should pay for the fence removal and landscaping?
