Are the Poppy Flowers I See Growing on the Side of the Road the Same Poppies That People Make Drugs From?

If so, how are they legal?
I see poppies in landscaping all the time and I think they are so pretty.
I’d love to plant some in our flowerbed but I don’t want my neighbors to think I’m some crack head or something.
